HTML Fax — Phase 1

Upload an HTML template for a campaign. Leads are taken from the contact list already mapped to that campaign — no CSV upload here. When a TIFF is ready it is queued to Kafka; dial from the consumer control panel.

Post as soon as created — push each ready TIFF to Kafka for the consumer (recommended)
